That means winter solar noon 12:00 and summer solar noon 14:00, which means double-DST

Cause of far west of timezone meridian + DST
Summer sunrise time there is like in summer florida, let alone 40N.

Extreme variation in the middle of timezone. Polar day and night would be ideal but the current 19 h / 6 h day lengths are good as well.
