I wouldn't really argue this in the case of Wellington, as it can get some nasty summer weather at times.

However, Vancouver has warmer temperatures and more sunshine during summer than my town, but people I know from Vancouver (or from here, but living there), say that it feels warmer here, is much better for swimming, water skiing etc, grows better summer vegetables, as well as having reasonably frequent downpours of warm rain compared to Vancouver.

I think sun angle and the months preceding/following summer, can have quite a bearing on which feels more summery, when temperatures between two places are quite close.
