Neither; they both suck at summer and fail in doing it properly.
I taked to someone recently who had lived in both, for a long period.
They thought that Vancouver had great summer weather, but the thought of winter marred it, whereas in Wellington, warm, sunny weather could be expected at any time of the year.
I understand the point about the thought of winter affecting summer. i've heard others say it about cold winter climates and would probably think it about myself, if winters here were worse.
Vancouver has slightly higher temps and is sunnier, although Wellington has a higher humidity and probably higher avg dew points in summer as well, and a higher sun angle.
I would go for Vancouver, by a margin
