I would say it does. Winters are mild but see a good number of nights that dip well below freezing, and summers are on the whole not that hot but have a good share of sweltering days.

In terms of biology there's definitely a pretty marked spring season and decent fall colors in Portland.

I say yes... I went to Portland in the fall and there are definitely fall colours. Winters while not snowy are still a dormant season for most vegetation.

No, winter doesn't feel like winter there. And summer is too dry to be a "true summer" (in my eyes).

It depends where you grew up. Since I'm from the west coast, "wintery" means rainy and grey. "Summery" means dry and sunny.

In that sense Portland does have four seasons. But in a "traditional" sense, it doesn't really.

How does dryness determine whether a summer is true or not?

I don't know, but I'm used to think summer as a season where everything is green and it's rainy. Dry summers would feel like a desert for my eyes. I don't know why I think this way xD
