Penrith only has cooler lows. Annually, its highs are are warmer than Tel Aviv's by 0.5C. Penrith has warmer summer and winter highs than Tel Aviv (just by a minuscule though).
Tel Aviv for the warmth and less rain...especially by number of rainy days. And i presume much more sunshine though i dont have Penrith's numbers cuz 3300 is quite a bit. but Penrith is quite a good climate as well or atleast a major step up from Sydney CBD

I think summer highs in wiki are wrong. They must be a couple of degrees higher. Beirut is higher in latitude and has summer temperatures of 32C...
Number of precipitation days are also a bit too much (the city doesn't get 16 rainy days in JAN etc..).. it should be 60 and not 78.
I would definitely pick Penrith!
