Do we have anybody living in a climate that fails on all three counts? Everywhere in Britain will fail on numbers 1 and 3, but only a tiny percentage of the population lives in the west-facing upland areas that get more than 60 inches of rain.

1. Only 3 months, although September is almost there as well
2. Yes, we get 38-42" per year
3. Far, far short on this. We get less than 30% of possible sunshine

2. Yes we have about 50" per year.

My current city, Portland, certainly does not. On the other hand, Los Angeles, my birthplace, looks like just about the best anyone could hope for in this rating system.

This is actually the standard I used to make my fictional climate. I thought it turned out pretty well if I do say so myself.
Absolutely not. Saskatoon has only five months with highs above 63 (none with highs above 86!).

2. There are no more than 60" of precipitation. (The only cities this knocks off the list are tropical ones typically) Yes. Only 15.6 inches of precipitation annually.
3. The sun shines at least 60% of the time. Yes. 69% sunshine.

I guess that's 2 out of 3, but very close to 3 out of 3.

3) Way less

The only city that would get a 100% vote would be:

Iquique - Wikipedia, the free encyclopedia

And MAYBE:

Walvis Bay - Wikipedia, the free encyclopedia (slightly cooler but nevermind)

1) Nope. 5 months. Apr, May, Jun, Sep, Oct D.C. area/May thru Sep PIT area (but Apr and Oct barely miss the mark)
2) Yes. About 37" to 42" both metro areas
3) Nope. D.C. 56% to 58%, PIT 45%.

No -just passes the rain threshold
Yes-just squeaks in on sun

Why do these people get hung up on rainfall? Surely how long is more important than how much?
