What about France, north European plain or anywhere else?

If you have rivers, geology and climate there may allow that, but nobody cares to built them to make water requirements easier to people who like trekking.
Maybe natural water there is somewhat hard to be drinkable which is a risk factor to kidney diseases, but whatever.
