Actually at work I have to walk into a walk in freezer at -18C in my short sleeves and it isn't too bad, actually nice sometimes as it gets hot running around the kitchen which is boiling.. but I doubt I would say the same if I just walked into it normally

But that is only if the sun is out... the sun hitting your skin on a bone chilling day actually feels pretty nice.
This is impressive! You sure are cold proof! A couple of minutes with -20 °F windchill? That's extreme! I feel the same pain as touching a hot metal with that windchill and I can only last a few seconds before my hands turn red D: I could never last as long as you do!

60 °F (16 °C): maybe an hour or two (winter), a minute or two (summer)
50 °F (10 °C): maybe a minute or two
40 °F (4 °C): 30 seconds
30 °F (-1 °C): 20 seconds
20 °F (-7 °C): 10 seconds
10 °F (-12 °C): 5 seconds
0 °F (-18 °C): no time at all
-10 °F (-23 °C): no time at all
-20 °F (-29 °C): no time at all

I actually went out in a t-shirt in 9F weather this past winter, it was nighttime and the wind wasn't blowing (shockingly), it only lasted a couple of seconds, and it wasn't horrible, but it wasn't enjoyable either. It was the lowest temperature I've experienced (so far).

First of all this depends on factors like sunshine, wind, precipitation etc.
But under ideal conditions

80 °F (27 °C): as long as I can
70 °F (21 °C): as long as I can
60 °F (16 °C): as long as I can
50 °F (10 °C): as long as I can in winter, 30-45 minutes in summer
40 °F (4 °C): for 10-15 minutes
30 °F (-1 °C): for 1-2 minutes
20 °F (-7 °C): for 10-20 seconds
10 °F (-12 °C): for 1-2 seconds
0 °F (-18 °C): Never tried
-10 °F (-23 °C): Never experienced
-20 °F (-29 °C): Never experienced

Down here, it would be hard to stand the heat outside even if you were soaking wet and / or naked in the summer.

It would actually depend on activity.

Theoretically, I could stay outside in 4C weather for an almost unlimited amount of time, but it would also be uncomfortable within a few minutes. Football players play an entire match in short sleeves and shorts, in 4 degree weather and colder. I think that I've been out in -30C temperature wearing thin clothes, but not short sleeves for my short walk to work (when I was working at a hotel in the Canadian rockies). So I could probably do that with short sleeves. However, when I went to New York City last winter, there was a fierce wind, and even temperatures slightly below freezing were unbearable for more than a few minutes.

Based on light activity (eg walking), here are my estimates:

80F (27C) - As long as I can
70F (21C) - As long as I can
60F (16C) - As long as I can
50F (10C) - A couple of hours
40F (4C) - About half an hour
30F (-1C) - About 15 minutes
20F (-7C) - About 10 minutes
10F (-12C) - About 5 minutes
0F (-18C) - A couple of minutes
-10F (-23C) - A couple of minutes
-20F (-29C) - A couple of minutes

90 °F (32°C): F the shirt, time to get it off!

Default I prefer the cold .

80 °F (27 °C): No shirt required
70 °F (21 °C): No shirt required
60 °F (16 °C): as long as I want
50 °F (10 °C): as long as I want
40 °F (4 °C): long as I'm busy, all day.
30 °F (-1 °C): Long as I'm busy 3-4 hours at a time.
20 °F (-7 °C): If I'm shoveling snow or splitting wood I don't notice it.
10 °F (-12 °C): light work an hour , heavier work longer
0 °F (-18 °C): 10 minuets or so depending on the emergency.
-10 °F (-23 °C): not in a T shirt
-20 °F (-29 °C): not in a t shirt

Just before winter starts I begin taking apple cider vinegar every day
1 It kills bacteria, and I don't get colds usually.
2 Seems to help with circulation and so my extremities do not get cold very fast.
I worked in a ski area and ran snow making all night long all winter long.
When I worked in the marina during the winer, the shop was not heated, and often we were rescuing sinking boats from snow and slush .
Way too much fun.
I raised my family in the mountains and they simply cannot stand the heat ,and thrive in the cold.
