It's not at great altitude, not even 200 meters/ 700 ft.
The lows aren't particularly warm for Portugal, our winters are very mild.
Our winters have a similar maximum, but a lower minimum, despite being right on the coast.
200 metres isn't high, but I would expect an average minimum of about 0C at that height, around here. There's also the distance from the sea, which should make it colder.

I'm wondering if there is another factor at play?
no, there's nothing out of the ordinary that could influence the temperature there.
My hometown, 150km away from the sea and at 1000 meters/ 3.xxx feet has it's lowest minimum average in January at 1ºC, only Penhas Douradas at 1400 meters!!! has negative averages for the minimum in any month of the year.

The highest town in my area( same latitude as your area) is at 600 metres, has a low of -2C, but a higher maximum than your town, despite only having the same sunshine hours, and being only 60km from the coast.
Something doesn't add up. I'm not saying the statistics are wrong, just there must be other factors at play.
