Well the 1981-2014 Mean for Chicago is as follow:


MDW:

Lowest max 7F
Lowest min -8F

ORD

Lowest max 6F
Lowest min -10F

Dear James,

There is such an average, and for Chicago it is -9(degrees). That average lowest winter temperature is derived from Chicago's official data ranging back 137 years to the winter of 1870-71.

Invariably, however, the coldest suburban locations will log temperatures one to four degrees lower, sometimes more.

Not surprisingly, a winter with at least one subzero day is the rule rather than the exception around here: It has happened in 125 winters out of 137. Chicago's highest winter minimum reading: 6(degrees) in 1905-06; its lowest: -27(degrees) (Jan. 25, 1985).

Folldal has often recorded impressively cold temperatures since the weather station (694 m asl, inland valley) started operating in February 2011. Many times the coldest place in the country.
Weather forecast for Folldal (Hedmark)
You might be one of the very few on this forum which might rival JetsNHL with regard to coldest low in winter.

We had -52c in 1978, but there was no weatherstation so it is unofficial.

folldal seems to be really cold, judging from the past 3 years. don't know of any forum-member that lives in a climate with a lower annual mean than that. susannah 18 perhaps?
