I think the point is, that people's answer is an approximation to what temperature level they usually find themselves wearing short sleeves. In me, it is somewhere around 25-30°C, but because the temperature scale goes in 10 degree Fahrenheit increments, I selected the one which approximates closest. Nobody says "Oh it's 26.6°C so I can't wear short sleeves until it goes 26.7°C (80°F)" you know.

I'm good down to about 30F (-1C) in short sleeves and shorts and sandals.

Of course, my answer varies with wind speed, humidity, and the duration of time I will be outside. In my answer I assumed that the wind is blowing at 5-10mph, humidity is ~60%, and that I would be spending 1-2 hours outside. I also assumed that I'm allowed to put my hands in my pockets.

If there's high wind and low humidity (i.e, high rate of heat loss and evaporation cooling), then I'd need a sweater starting at 40-45F. If there's no wind at all, then I'm fine down to about 20F (I once walked around for 30 min at 9F with short sleeves, and my skin turned red and my face went numb, but it was otherwise not too bad since there was no wind).

I went for 21C/70F, though if it's calm & sunny could be as low as 18C/64F & if cloudy & windy I may still wear a hoodie or something at 24C/75F...

60 is the absolute minimum where I can walk around in short sleeves.

I have wore hoodie many times when 95°F outside because it was TOO SUNNY!
Otherwise I'm tolerable at any two digit temperature.

I never wear short sleeved shirts. In the summer I just wear long sleeve shirts with the sleeves rolled up.
I used to wear t-shirts to the gym but now I wear long sleeved cool max workout shirts.

I really don't know how to vote. I wear short sleeves year round because I'd roast in a long sleeved shirt. I am living in the Pacific Northwest right now, so the temps don't get too cold, but even when I was in Minnesota, I wore short sleeves because people would turn their heat up so high. In fact, I got to where I wouldn't wear a coat when going shopping, because the stores were always so hot that I ended up taking it off anyway, and it was usually only a minute to go from the car to the store.

Honestly, I don't have a set temperature. I live in Arizona and will wear long sleeves for work on days that reach 115 F+ (46 C). The heat here is normally very dry, so it is not that horrific. I normally will not wear short sleeves in temperatures lower than 85 F (29 C).

In the 60s (the 50s is still long-sleeved weather, for me).
Same with shorts-has to be in the 60s or above.
