I choose Kiev by far, for not as hot summers and more stable, cold and snowy winters. Plus, it's in my country.

St Louis for better weather and a better climate... Summers are hotter, higher rainfall, and higher sun hours!

St. Louis is better year round. Although still way too cold and too susceptible to strong tornadoes.
