Yeah, the temperature are OK in summer but far too dry. I like cool summers but I like storms and rain as well. My ideal summer is cool with a lot of frontal storms moving through.
I highly doubt that they'd call 911 just because of a thunderstorm even if it's rare, I'm sure many people in San Francisco are aware of them and are aware that they occur in other climates. Just like if we got some snowflakes here, people wouldn't call 911 because they're aware what snow is, even if it rarely happens here.

I choose Sydney because of the warmer weather overall plus the fact that SF can get foggy hurts SF. Even though SF is the dryer city Sydney isn't terribly wet.

How foggy is SF anyway? It seems to be very sunny (even by non-US sunshine hours measurement, where it could be around 2800).
SF because it's really sunny and drier and I'd imagine the sun and moderate summer temps would be a very comfortable combination. Also colder in winter, but still not cold enough for my liking and no snow.
Sydney's climate is great. San Francisco's sucks. Lived there for 3.5 years and I hated the constantly cold, gray days. Been to Sydney in September and the weather was fantastic. Similar to L.A. (where I live now), but with a little more rain.
