I can agree Gr8cat. I do also love a tropical spring but with less rainfall as well--I hated the spring of 2010 and of 2011 when it started out cold, and continued to get cold snaps periodically. But in the spring of 2009 in DC, from what I can recall, it was rather stable started out mild in late March/early April, then got warm and stayed that way.
The Upper South(Virginia, Kentucky, North Carolina, Tennessee) the high average temperature in April is generally upper-60s to lower-70s(20~23°C).
Sometimes in April you can observe 90s temperature first time for the year though.
I'd have to say East Tennessee is absolute perfection unless you have allergies. Knoxville in particular can be bad for sufferers because we sit in a valley. Otherwise the dogwoods are in bloom and temperatures are balmy!!
In the USA, has to be Washington! Love those rhododendrons!
