19C isn't warm enough to feel muggy, but with the 18C dewpoint some might not like it. 33C with dry heat may still be too hot for comfort, but would you prefer it over 19C with high humidity?
19c with 18c dp is humid enough to be too cool, yet too humid to avoid sweating and thus enhancing the impression of being too cool because of wet clothes and the near impossibility for them to dry. That was the pattern for last october here.
Accidentally voted the first option but 33 C with 10 C dewpoint is more uncomfortable. If it's 19 C with high humidity in the morning it's probably going to be an uncomfortable day but if it's like that during the afternoon then it's cool and refreshing especially during the summer.
Now that I think about it, I remember one evening last summer when i rode my bike to see a movie that was projected outdoors, which is a common thing here in the summer. That day there had been some heavy rain, thus in the evening it was pretty cool. The rain was gone but there was some kind of fog due to the evaporation and the air was saturated with water.
It was so cool that I had to wear jeans, a tshirt, a long sleeve shirt and a light rain coat. Watching the movie meant sitting out for two hours, and at some point i even added a hooded sweatshirt, which made four layers of clothing, which is rather uncommon for mid-july.
In the end I felt it was 12c. It was actually 19c.
33C with 10C dew point is more uncomfortable, because it is dry.
I'd say because it's hot.
19C feels breezy when there is wind. It's a pleasant feeling. Don't see how an air temperature of 33C would feel more comfortable (despite the low humidity)? Can't see how it's leading here?
I agree with the consensus = humid 19 C is definitely more comfortable. It's like being on an Irish beach on a humid afternoon in August. If it's also sunny, this is perfect weather.

I don't mind 33C if the dew point is at least 18C. But 25% rh is just not enjoyable.
I find both completely comfortable depending upon attire.
