I'm going with Tuscon. Sure it does get influenced by the monsoon, thanks to the Sea of Cortez being a few hours away. But Tampa is far more influenced by the ocean, so less extreme heat than Tucson in summer, and even though both get cold snaps, Tampa is generally warmer.
The ocean has such an effect on Tampa that during one of it's rare snow events, it had "Bay Effect Snow".
