I'm very curious about this place you've found. But, wouldn't it be considered Alpine, since elevation is responsible for the cold temps?

I was about to say La Rinconada, but it gets around 700mm of rain and it's south of the equator. Lol

Water equivalent precipitation, or would 100 inches of snow count?

This is a tough one. Bhutan is too far north. Carstenz Pyramid is below the equator.

I'm thinking it must be at the far north end of 25N.

Okay, here's a new one:
-Find any tropical climate with less than 1100 hours of annual sunshine. It can't be a non-tropical climate in the geographical tropics like Lima, which has 1230 hours anyway.
