I'd imagine not, since Yakutsk comes very close all the way at 62N:

It's a little less extreme regarding seasonal differences in precipitation and temperatures but that's a pretty good find. I don't think there's a much better match.

I got one that's way harder than it should be:
Find a place in New Mexico with every month having average low temperatures above 32 (if such a place exists).

There's only one place in the whole state: Carlsbad Caverns - January average low is 34.9 F.
