Peru has some comfortable climates. One of the better countries in the climate department.

Juliaca has such a strange climate. Almost no variation in the maxs trough the year, in the other hand, huge variation within the mins.

Juliaca and all the southern Andes region is prone to suffer from "cold waves" during the winter, temps can go down to -15°C but these cold waves have no impact in the max. Another reason is that in summer, when it usually rains, there are more cloudy nights (in winter there are usually clear skies at night), which prevent the possibility of a large diurnal range.

I'll rate the ones I'm familiar with:

Arequipa A+++++++ - This is where I am living and working currently. The worst day I've been here is about a 9 out of 10. You don't need AC or heat in Arequipa....if cold go in the sun, if hot, go in the shade if you're inside the thermostat is controlled by opening and closing windows...unfreakingbelievable!

Lima - B-...Temps are great but cloudiness all winter is a drag.

Cusco - B+. Love the cool days and nights year round.

Yes, it is the sunniest. Just found some data about it, and the average annual sunshine hours there is 3300 (from the period between 1994 and 2007).

Nazca is very sunny too
