Of course 15C is not always chilly, but in mid afternoon with the wind it certainly felt like it..

A 15C morning temperature at 8:30am would probably feel alright, not least because humidity would probably be close to 100% in that situation here

Your typical morning dew point is 59°F?! Ours is barely higher if at all midsummer and it's definitely more humid here than in London.

I'm not sure what it normally is, but even on this cooler than average day it was almost 16C/61F at 8am

June

Interesting that relative humidity doesn't reach near 100% in the morning. Here's yesterday:

Weather History for Chicopee, MA | Weather Underground

Relative humidity was 100% around sunrise with dew point around 55-57, then the dew point dropped mid-afternoon, probably since there was a light NW wind while the temperature rose 30°F with the sun. If you look at last July, the only days were relative humidity didn't reach close to 100% were nights that were windy:

Those are for Heathrow, the dewpoints would be slightly higher in the centre and further east.
