Have you ever noticed how it hardly ever rains? And also, it's always hot (the characters are wearing really light clothes). I think it's set in a California summer

Like Cinderella, where it's set in an oceanic Europe (Germany, I think).

Always sunny and clear there.

There's always snow on the ground in South Park, which takes place in Colorado. Yet it never actually snows and it's mostly sunny.

The Simpsons get a nice mix of sun, rain and snow, though never just cloudy.

The one that frustrates me is in every cartoon, it's always sunny and mild except for at Christmas where there's snow on the ground.
