Not possible
Even if humidity is very very low (<10%) the heat index would be 29 C

Maybe if it's EXTREMELY windy, like gale force verging on cyclonic winds, but still hot.

Accuweather usually overinflate the temp on hot day. 28C, when some people here complain "grr, thats a cool day" (i think they actually complain about the cloudiness/no sun instead), can feels like 40C (humid). They use Humidex, I believe.
