Somalia is very close but a different continent. Assab, Eritrea and Djibouti City have similar annual means but Berbera has hotter days in July. Somewhere near Dallol but higher elevation might work too.

Is that supposed to be a twin climate to Mecca? Muscat (and your earlier mention; Riyadh) are in the same continent of Mecca. So they're invalid, as per rule of this thread.

Anyway, for Tagaytay, this African city comes close I believe: https://en.wikipedia.org/wiki/Kampala#Climate
