I actually like Chicago winters and anchor seasons averages better, but Rapid City has a bit warmer July and August high temps. Chicago summer minimums are warmer, Chicago has higher dew points in the summer. Rapid city gets about 10 more days of 90F+ temps annually. Rapid City has greater extreme temps, considerably higher sunshine hours and about the same amount of snowfall.
It's close. Right now I'm going with Chicago, but I might change my mind.
I'm aware that these humid continental climates have hot summers.
I just should've been specific by pointing out Seattle's warmer winters. I'd still take their dry lukewarm summers any day over Chicago's hot humid summers.
Per my tastes, Seattle is incomparably superior. I detest continental climates. I prefer winters where the slightest amount of indoor heating is sufficient, and summers where air conditioning is unnecessary. I don't care for cloudless skies, and enjoy a marine breeze. If Seattle had somewhat warmer winters, it would for me be ideal.
