I was in holiday-vacation in Rome, Italy. It was the last days of July and beginning of Augusty I was there. And the temp was around 30+, when I look at the other side of the street I seew immigrats who has wintercap and winterjacket.
THINK WINTERCAP AND WINTERJAKCET IN 30+ celcius and they were black african immigrats!!!
But after when I walked away and passed them. I began to say to me self: HOLY FUXK. WINTERJAKCET AND WINTERCAP In this hot weather!!! they i began to laugh!!!
this was one of the weirdest/ODD experience I has about HOT weather!!!
maybe you has the same or diffrent ???
maybe somebody was WALKING IN T-SHORT in -30 celcius????? who knows???

They are from a hot climate, much hotter than here (tropics) when you find some people shiver below 75 f / 24 celcius and anything below 30 celcius considered cool/mild by them, so african desert which summer day can go above 45c even 50. (average summer high above 40c/104f) with nighttime around 30 C or so in their climate, i think 30C can feel cool even bordering cold for them.

honestly, never cold here. the absolute lowest I experienced here during my lifetime is not far from 18-20 celcius / mid 60s fahrenheit.
the only odd thing I notice = exaggeration, how can 18-19c in Bandung (avg low there / a bit elevated so cooler than most deep tropics) called "polar" by a Bandung people ? Or "cold" 25c high (heavy rain caused that) in jakarta (avg low 23c) called "like the movie the day after tommorow?" Again too hype

This sounds really strange... When I see people dressed like that during really warm day the first thing I think of is that they are hiding something.
For example a situation in which is quite frequent to see people dressed with suspiciously warm clothes is our high school final exam (the "esame di maturità "). This exam is hold at the end of June, so temperatures higher than 30°C are not rare at all. In practice, during the written part of this exam, there are always some idiots that wears some really warm clothes (ie hoddies), because they want to hide the notes they wrote on their arms with the sleeves.

Well, actually it's not just a matter of people coming from the tropical zone. In Italy many Italians wear heavy clothes in warm weather because it's cold according to them. For many Italians outside of summer (June-August) it's "winter".
In winter some people even wear jackets indoor in places with extreme heating on (malls, trains).
April is considered a cold month even with 20°C. "Finally this winter is coming to an end, spring is near". So many wear wool pullovers, gloves, caps and scarfs outside.
In October, autumn is arrived so heavy jackets are a must with the first caps and gloves even it's 25°C outside, because "you wouldn't want to get sick with this cold!". Some people wear caps inside the car because it's freezing.
Many people in winter seem ready to leave for an arctic expedition.
In fact the "wrong cover" related things are often in tropical people (like here Indonesia) experience when abroad especially in winter. Not looking weather forecast / wrong weather forecast is the main cause. Seems that some people here doesn't know that London's winters are generally mild, so the "too much layers" thing often happened when Indonesian people go to London in winter, even spring/summer!!! They think that UK = cool/cold summers + frigid snowy winters with like 10c in summer and -15c in winter

It's always funny seeing tourists drenched in sweat because they only brought winter clothes with them, in summer.
Another strange sight is when northerners go out clubbing in winter and wear pretty much nothing.
Not surprising if they're from tropical countries.
