i know the hills just outside of oslo, e.g holmenkollen, gets plenty of snow in the winter, i was thinking more of the central parts where people live. i you'd average the 5 coldest cities in sweden, finland and norway, finland would be coldest by quite some margin. for sweden, uppsala and örebro would be the coldest population centers with > 100 000 inhabitants, and they're still around 2-3C warmer than helsinki in winter.
You're so spoiled. I would give my right arm to have winters half as good as Stockholm's or Oslo's. Even Gothenburg would be a refreshing change.

Holmenkollen is also a residental area and is located in Oslo.
