In Turin there could be winter days with high temperatures of 20-25°C because of episodes of foen wind, while the other records are due to heat or cold waves.
I would revote for Madrid actually... It's a seasonal Mediterranean climate with hot and dry summers and cool/cold, comfortable winters following the summers. Cool to semi-cool nights in the summer are a plus along with no oppressive humidity levels. Spring and Autumn look fantastic! Travel guides are right on that part...
To me the extremes seem right, they are the same as those ones

Turin seems to be cooler than Milan despite being not too far away!
Also, the Italian wiki shows the averages for 1931-1960 having summer lows about 3C warmer than now! Is that right?
I am just surprised that its record high temperatures are so low in summer.. why is this?
May, August and September are higher in London, in the case of September by almost 3C! October is only 0.1C or so above London, July 0.3C, and June is the same as ours.. impressive January and Feb temperatures though!

Turin is nearer to the mountains than Milan, and Turin is also at a slightly higher elevation than Milan (240m Turin and 120m Milan). So it's quite normal that Turin is a little cooler than Milan.
About the average lows of July and August, I didn't noticed them. They seem quite strange even to me, and I don't have any idea about what could have happened
However all those data are took from a station in the near airport, temperatures (in particular lows) recorded in the city center are usually a little higher.
There is also a weather station in the city center, and wikipedia reports those data Stazione meteorologica di Torino Centro - Wikipedia
this chart doesn't show the records, but the highest temperature recorded by that station was about 41°C.
