Brest Belarus of course. Colder winters, warmer summers and it is sunnier. The only thing that I liked a lot in Brest France is the precipitation pattern.

Brest, France for milder winters, but Brest, Belarus for warmer and sunnier summers.

Out of the two Brests, I'll have to pick the one from Belarus. I like my Brests more continental style.

Compared to Zagreb, I agree with you !

I remember being in Croatia in early august and thinking "why is so hot and yet the sun sets so early ??? That is the perfect time for september sunsets !"

Very difficult choice, but I'll have to give a slight edge to Brest, France for being cloudier and wetter. Both are fine climates though.

Belarus has a winter similar to here, boring but manageable, while summers are better than here. The French one is a bit "meh" year-round, it'd needed 3C warmer winters to prevail.
