Brest Belarus of course. Colder winters, warmer summers and it is sunnier. The only thing that I liked a lot in Brest France is the precipitation pattern.
The one in France has summers that are too cool, but has amazing sunset times in summer, so I don't know which one to choose.

I remember being in Croatia in early august and thinking "why is so hot and yet the sun sets so early ??? That is the perfect time for september sunsets !"
Belarus has a winter similar to here, boring but manageable, while summers are better than here. The French one is a bit "meh" year-round, it'd needed 3C warmer winters to prevail.
