I was in northern Ontario and it was only about 2-3C but it was very windy and honestly it felt like it was 3F! I think wind makes a huge difference when it comes to feeling of cold. It's also a relief in the summer, if there is reasonably humidity.
I remember this winter in 9 February after the snow the north winds started to blow at about 5 Bf and it felt really cold with the temperature around 2 C. It felt like it was -10 C with cloudy skies. I have some photos of that day and I was overdressed and I looked funny. :P But I felt cold again.
I took a walk on 22 March 2013 - temperature was -1C with winds blowing at around 15mph with occasional higher gusts, and snow falling, as well as blowing. It wasn't too bad unless the snow was falling directly into my face.
Definitely. Windy 3C usually means driving rain and sleet, feeling like -10 though not being cold enough to snow, still -5 only feels cold if you stand still.
