I would like to view my city's weather averages for the 1951-1980 period is there any way to do this?

I looked all over the NCDC website and could not find them available. You might have to email them to get a copy

Here they are

Easy to find using NOWData. Go to the Miami NWS Office site. Click on 'Local' under 'Climate' on the left. Click the NOWData tab on the right. Select location from the menu (Miami Area is MIA) and choose monthly summarized data. Type in the years you want data for and choose your variable. Select 'mean' for summary.
