Does California not have desalination plants? Here in Malta we have no rivers or lakes, so apart from minimal groundwater (which farmers access from bore holes) all the water comes from several R.O plants around the Island. So despite having no rain for months we are never short of water or have any restrictions & despite it being expensive to run & water being metered here I actually pay less for water than I did back in the UK!
^^^The political climate & a lot of denial about the drought has prevented development of desalination plants in California. However, one was recently completed in Carlsbad, which is in San Diego County, Southern California, so there's hope...
California just needs to allow water prices to rise. Heck, they could charge California households the artificially low prices and still solve the problem. Big agriculture uses up tons of water. Let them pay the full price.
