Rate the fictional climate: Nova Utopia (snowy, hottest, warm, recorded)

Nova Utopia is a highland climate located at a elevation of 2,048m and a latitude of 36N, at the edge of a huge, Sahara-like desert. The inspiration comes from mixing the extreme summer heatwaves of the southern Victoria coast with South Central Alaska's climate.
Winter in Nova Utopia features moderately cold but very snowy weather. I made the temps cold enough to maintain a constant snow-pack through most of the winter, but warm enough to avoid bitter cold weather most of the time. Outside of cold snaps temps below -16C/3F are unheard of. Bare ground is extremely rare through January and February, though, due to the heavy snow of over 11 meters a year. By 28 Feb, the snowpack averages 4.5-5 meters. Sometimes, during cold snaps the temp falls to between -18C/0F and -24C/-11F, but rarely much lower. These cold snaps are where Nova Utopia's bitterly cold days come from.
Summer, on the other hand, is cool and comfortable. The hottest month, July has a average high of barely 19C/66F. Nights are around freezing even during the hottest part of the year. Morning frost is common and snow occurs around 3 times per month on average, though it doesn't stick for long. Heat waves typically send temps to between 25C/77F and 35C/95F, though as high as 42C/108F has been recorded.
Spring and fall are transitional seasons between the snowy winter and the cool summer, with a mix of chilly weather and snowy weather.
The Koppen classification classes it as a Dfc (subarctic with no defined dry season) climate, though it has some elements of a Dsc climate since summer is much drier than winter.
I rate Nova Utopia an A+. It is pretty much my dream climate. How would you rate it?
Winters are not too severe but summers are ridiculously cool. -3C average low in June? I detest hot weather but I don't want to have summer freezes because they will destroy many plants. In this climate any trees cannot grow so I give it a D. But, at least, its temperatures themselves are tolerable which save it from getting an E or an F.
E Too snowy year round, winters slightly too cold and summers way to cold!
Did I mention its too snowy!

I think the hardest of trees could survive maybe an alpine forest.
F. 10m of snow a year and cold enough that the snow wont melt during winter. I can see lazy people having their homes buried. Too cold and dry during summer.
