Hope the trend continues to shift a little further south!
Why on earth do you believe that Europe doesn't get cold waves? That's completely idiotic. In fact, a good deal of Northern and Eastern Europe was in a significant cold wave for several weeks this winter. Western Europe is going to have more of an oceanic influence. A notable cold outbreak for Europe was December 2010. Actually record breaking cold for western Europe and the UK.
No surprise there, but that doesn't mean that they can't see cold or heat either from time to time.
Current thinking for the middle of February
And thank the gods on Mt Olympus that I will get to see at least a good blast of cold (and hopefully snow), before we exit this lame ass poor excuse of a winter.
Over and over you talked about the vortex going right down on them, and lo and behold they will be warm and vortex will be on us. That is exactly what I said would happen. Yes they get cold, but following SSW events the vortex does not head down over them. And your graphic shows that.

I wonder why they haven't bothered to update the borders on that map of Europe. I mean, it's only been a quarter of a century...

Snowing on Mt Greylock in MA, An area of the Virginias mountains, Poconos, Greens and other low lying areas. Scattered. White Plains, NY near me reporting flurries
This is in response to a Clipper which transferred energy to a coastal storm well off shore. Instability also in play.
How close? well, this was about 200 miles from being another half foot snowstorm for us. Models never had it closer so I didn't bother mentioning it.
Polar Vortex is likely going to be splitting. Here is where the two pieces may end up. One northwest Russia, just to the east of Scandinavia (I believe that is part of Europe Tom ) and the other over the Hudson Bay which mean a cold end to winter!

Looking likely. Lets see how strong the airmass is though.
BTW .. I wonder if nei is on his bike somewhere. Nice healthy line of snow heading East towards him. That green in CT is not rain, I got flurries coming down.
