I'm thinking it's slow due to lots of aged people and lack of a family environment where people are more compelled to have kids due to external pressures.
East Asia [not including China due to their child per family regulations] I think have more traditional families than western Europe or North America. But they have very low children per woman. Scandinavia in some ways is the least tradiational in terms of family / gender norms in western Europe. But it's on the higher end of children per woman.
It seems like Russia is doing what needs to be done in Syria.

Putin supports Assad. The US, at the behest of Israel, has a foreign policy focused on destabilizing the Middle East. Assad provides the stable leadership that is needed there.
