My assumption would be a Southern city in Europe. However, some Eastern Europian cities typically get more sunshine in winter compared to the Western part. Is there any data on that?

Looks like southern Spain/Iberia.



Almeria gets 185 hours in December. Seville is up there too.

At least you get to see the northern lights. And northern Europe actually gets less sunny the further east you go. Saint Petersburg and Moscow are pretty dismal for their latitude.
