An average high of 47 F in the coldest month is "harsh" I mean come on. We're really stretching the definition of harsh. Can it get stretches of harsh weather? Sure, but it can also have days in the 60s and even 70s sometimes in January.
I think 10c in the coldest month is the breakoff for harsh. 46f feels really ****ing cold, you still need a good jacket for that! You can't feel comfortable in just a sweater until the mid-50s or even 60s if there is wind

You must be really cold sensitive. 50 F is fine in a hoodie and jeans or sweatpants. I even wear shorts at 50 F if it's calm and sunny.

I handle heat much better than the cold. Well I can wear shorts out at 50f since my legs typically don't feel cold, but I still put on pants since jacket+shorts looks really weird. I would like a winter around 55-65f, that would be perfect. Chile, Spain, Portugal, Italy, and Argentina have like the perfect weather for me
To be honest, Anything city under boston does not have HARSH winters.

According to currentresults.com, it gets about 25 inches of snow on average every year. That is not that bad, again, it is closer to baltimore and philly (20 and 22) than boston (38).
I dont get why people in NYC think the winters there are SOOO harsh. Try going to upstate newyork

I'm surprised that none of you seem to have done any research about these cities and regions before going there! It's all available online and/or in books (even in atlases): mean temps by month and season, rainfall amounts, etc.
