Comparing the sunshine hours of Dublin and Lima is extremely misleading because although the numbers might be similar the intensity of the sun (above any clouds, or on a clear day) is so different that the effect will be totally different.
It's better to look at the insolation in terms of kilowatt hours per square metre per day, and in that Dublin and Lima are like night and day. Lima doesn't vary by that much, with a minimum of about 5.7 in June and a maximum of about 7.3 in October. Dublin only gets about about 0.5 in Dec and it's maximum of 6 in June barely exceeds Lima's minimum.
I think Lima is going to feel much, much brighter and less gloomy than Dublin, especially compared to Dublins winter.

Makes sense, this is what I thought before even looking at insolation.
There's (remote) similarity between Lima and coastal strip in Southern/Central California, US, because of cold ocean currents, and that coastal strip gets kind of haze and clouds (limited to mornings usually unlike in Lima), but when you walk under that haze and cloudiness you can literally feel hot sun going right through. It never gets to be gloomy even though there might be no sun in sight. Lima got much "drizzle" though and some pictures show heaviest fogs, it should be kind of gloomy but just not approaching Dublin even remotely I think.
people that picked Lima must not know how bad it really is
I would pick Lima. It's bad, but it's not terrible compared to cool, damp oceanic tripe like Dublin.
Also, due to its latitude, Lima would feel warm and "sunnier" due to the strong sun, despite the frequent cloud cover.
