I don't think public speaking skill has much to do with extraversion vs. introversion. That only concerns the ability to speak comfortably with people for a long period time.
Because once you get out there in the real world, it's an important skill to be able to share your ideas with people and that generally requires speaking with at least some of them. How can they know if your ideas are good if you can't share them with them?
Eh, I suppose. This isn't completely necessary in all careers though.

Totally unrelated. If I walked in front of the class and said "Hey guys, check out this idea I have" then I would fail the assignment. I had to recite bullet points in a timed structure that is unlike any actual conversation.

A presentation to pitch your ideas is generally organized just as well with a time limit (maybe not as rigid, but still there). A good presentation is neither reciting bullet points or completely conversational.

I realize the obligation clashes with some people's personality type but it's certainly a good skill to have, both for your career and for life in general.
My kids have been doing presentations in front of the class since they started school at the age of 5.
My spring semester doesn't start until January 25.
Looking forward to it, not looking forward to the nearly 90 mi/day commute again.
I was born:
-after the division of the Soviet Union
-after cell phones came out
-after the first text message was sent (by 22 days)
-after the World Wide Web was launched
-when most NEW cars had an air bag
-when the Simpsons was in its 4th season, and it's still airing new episodes
-after digital cameras reached the market (Logitech Fotoman as an example)
-when Windows was the most popular OS, and it still is
...and I have a 90 mile/day commute. Wow at how time flies.
I'm blessed I get to go to such a good school and the commute's not that bad because I get to do it in a 2011 Honda Accord.

I see this as a good thing.
You have to understand that 90% of the weather forum regulars are autistic asocial small boys living with their moms. Human contact, especially with the other sex is totally alien to them. Or life in general.
Also I decided to switch from Coke Zero to flavored bottled water. I hear aspartame makes you feel crappy. I already feel better.
Zero calories, same great taste................................as cough medicine.
