I live in an oceanic climate that's close to continental and its winters are colder than The Falkland Islands.

its average low in July are -1.2C,Stanley winter are similar to your and it get an good snowfall per year.

also look the climate data for July in Mount Pleasant airport(68m above sea level and 40km west of Stanley):

Stanley is a tundra climate. No doubt about that.

Subpolar oceanic needs a month with a mean above 10C, and Stanley doesn't have it yet. Even then it takes a 100 years to get something else than tundra vegetation to grow.

I don't think I should mention the numerous cities that are debatable. Because they fall into many different climate zones.

Such as Berlin which has a Dfb.

But this says its Dfb

I'm going with Dfb because the winter mean is 0-0.5°C and doesn't Dfb need to have a winter month 0 or below?

Below 0 is required, so Berlin is Oceanic, just barely, but they are

Pamplona as an oceanic climate is kind of crazy given it has 28/14 as its July and August averages. Generally I think 22 C is too harsh as a threshold between subtropical and oceanic, although no climate with a winter mean below 2 C should be subtropical.

I prefer 20 C in the warmest month and 2 C in the coldest month or every month above 10 C with the warmest month above 17 C because of those climates's incredible plant hardiness. This brings me to Whangarei not being classified as subtropical, which is a bit crazy in my opinion.
