Definitely Eureka. Snow must be avoided at all costs. If I get a hankering for some snow, I'd like to be able to travel to the snow rather than it travel to me.
Since you KNOW exactly when it's gonna snow in Port Compromise and it only lasts a week, why not live there and enjoy some real summer warmth and just plan your vacation to some tropical island for that week? Eureka has got to be the most miserable frost proof climate in the world.

With a -7C record low (same as my climate), I don't think Eureka can be considered frost proof. Try NZ's worst frost free climate - a 1000 hours less sunshine, and the temperature has never reached 24C.https://en.wikipedia.org/wiki/Chatham_Islands#Climate
I would choose Port Compromise. Warmer than I would like, although better than the other two.

As Joe90 says, Eureka is not frostproof. In any case, It's not me I'd be worried about. It would be my garden. Many subtropical plants can't handle 24 inches of snow in the space of a week... In Eureka, I wouldn't have to worry about that. I suppose I could put plastic frames over everything for a week but that would be a lot of trouble.

Eureka isn't frost proof. In fact, there's always at least one period of cold, frosty weather in the winter. To be fair though winter highs are generally in the low to mid 50s, but it's not uncommon at all to get temperatures in the high 20s or low 30s. In fact, a tradition my wife and I have is to head to the Headwaters reserve just east of Eureka on a cold, clear winter's day and enjoy the frost sparkling in the sun
