Personally I could handle frequent gray and light rain with relatively mild temperatures for 8 months out of the year because it's not rain I hate, it's storms and severe weather. Seattle weather isn't perfect but when I'm there it doesn't generally bother me, and is refreshing in the summer.

I take it you've never been to Honolulu before? Much more tolerable than Miami, N.O. and Phoenix.
This is more a survey of perception of places they haven't been. Or maybe visited at a good or bad time.
I like dry and sunny, but Phoenix is so oppressively hot in summer that I couldn't stand it. I like to do things outside, rather than run from one air conditioned space to another. I lived in Hawaii for a few years, and it's too hot/humid year round for my taste, but it's never that bad, and the beach is always close.
Being on the West Coast from May to September should automatically save a city from being near the bottom of a "best climate" list.
For me that automatically places it at the bottom. I'm very thankful to live in the eastern third of the US where tropical summer weather can extend all the way to 40N.
I like seasons (Minneapolis, Denver, NYC) or interesting weather (Honolulu, Anchorage = Northern Lights ♡).
Seattle and San Francisco is just gray concrete 55 degree year round windy and depressing. Yawn.
