Because the last three years there have been dramatically warmer. It is supposed to be a far more stable climate than the east, so how can they have such dramatically warmer temps for three years now? And those last three years in Philly were saved by 2013, otherwise would have been cooler. .

Philadelphia annual mean 1939-1941 = 54.2F vs 1981-2010 mean of 55.8F.
Seattle annual mean 1939-1941 = 55.0F vs 1981-2010 mean of 52.4F.
Philly's mean was down 1.6F, and Seattle's was up 2.6F.
Seattle warmed so much more those 3 years. I can find other periods it's happened. It's not just recently. Don't get it. Hope this helps end your fascinating. lol
Look at my post about the last three year means for Philly vs Seattle and then get back to me. Three years is a long time to be that much above average. I just want to know when it will change. And I'm obsessed about it cause our cold winters are due to their well above avg winters. No one will convince me otherwise.

When you're below average it feels like you're being cheated almost. Like if I lived in Quebec I would understand why our highs were around -10c each day during February. But we don't live in Quebec, this is Upstate NY, and it's just unnatural for us to be this cold, and the big ridge over Seattle is what brought this Quebecois winter to us last year
Not coming from the Arctic. Not coming from Hudson Bay. Right now it's in Western Canada, Alberta. It's going to strengthen as it comes down into the U.S and it will pull down cold air from the Upper Levels.
This is not a pure Arctic source. This is simply cold air aloft getting pulled downward towards the surface.

Thing is the PNW impacts our current conditions a lot. Warmth in Calgary and Seattle = cold in New York City. Record warmth in Calgary and Seattle = record cold in New York
^ I can't answer number 1, but number 2 I can tell you it's annoying as ****, as if it isn't hot enough already June-September, it's still hot a good amount of the time during shoulder seasons and even winter. Just terrible.
