I don't really notice the breeze having a cooling effect here, maybe it's just me though. At these temps, breeze doesn't make much of a difference. Cloud cover helps much more, IMO.
And yes you're right about a breeze not always being present here. It's always out of towners who exaggerate the "breeze" here lol.
I noticed some effect this afternoon from a breeze (91/75). Sure it was moving hot air around but it was less stagnant. It was cloudy at the time. As for high sun angle, your sun angle is only high in the middle of the day. Sweat will evaporate faster with wind on a hot day, unless it's literally 90°F with 90%+ humidity. Went for a slow late afternoon bike ride yesterday (91/74) air movement helped. Sun also mattered, of course, big difference between 3 and 5 pm even if temperatures were the same.
There was a strong t'storm around 5 PM this afternoon that dropped about an inch of rain in 30 minutes per digital gauge. Also frequent lightning with some close strikes and gunshot thunder.
Huge rainfall totals in south and southeast Louisiana today with some severe flooding.
More flash flooding still possible. Looks like the risk will be getting higher for my area. I'm borderline on high risk.
