Here are several climates located in the U.S. hardiness zone classified as 9B: coldest nights of the winters are just below freezing on the average. However, the overall climate patterns differ sharply between these climates despite a shared hardiness zone. Please vote for your favorite and then rank them.

Tampa is a special case and is more of a border zone between 9B and 10A depending on how close to the water you are. Most of Pinellas County is 10A.

no, Tampa is not a special case.

afaik most of the Brownsville area is actually 10A, the northern portion of the San Jose area (near the bay) is 10A, and some of the Phoenix area is 10A as well.
