This is probably a high altitude city, but I'm not a fan of the cold nights, especially in spring, and because of that the snow doesn't stop falling until Jun which is a big no no from me. The highs are pretty good for a four season climate, because of these reasons I rate it as a C, if the nights were significantly warmer than it would be a B+, Also I think there might just a bit to much snow.
D: winters are too cold, summers are too hot, diurnal temperature variation is too large, snow is too heavy, but it's not as bad as Indonesia or Saudi Arabia.
