That has to be unusual, that your noon condition is just one degree F warmer than our 7am condition was
It's definitely below normal but I wouldn't say it's unusual...you have to remember that our solar noon is 1:30 so it will continue to warm until around 4, the high temp is probably going to end up at like 68F or 69F.
On average coolest March day annually has a high of 68F and a low of 50F, so todays weather (lets say 69/52) probably happens about 1 out of every 20 march days (roughly 1.33days/March). Like I said, below normal, but not unusual.
