CA one for more sun, much warmer winters, and the chance to get a stray monsoon thunderstorm in a good summer.

I only consider the Inland Empire to be the parts of San Bernardino county south of Cajon Pass&west of Big Bear/Lake Arrowhead, and Riverside county west of San Gorgonio Pass; in otherwords, the parts of those two counties that are part of the Greater LA urban area and have a mediterranean climate. The other side of the mountains, the only exception I would make is including Hesperia/Victorville/Adelanto

The reason why I counted the entire county is because
A. to make defining the exact boarders easier
and
B. to make it somewhat comparable in size to eastern WA

Stehekin has a great climate. The rest are too dry or for Mt Baldy, too cool in the summer. I prefer the Washington Inland Empire, wetter on average. I don't like desert climates, almost nothing grows without human intervention, not fun for a nature lover.

I prefer the Inland Empire of California because the Pacific Northwest region hardly gets sun and is overcast most of the year.

I wouldn't say that the PNW hardly gets sun, especially east of the cascades, their summers are very sunny, at most you could say half the year is overcast, but saying majority of the time is a bit of a stretch.
