It is, but this time it wasn't really split, it was displaced almost entirely in the eastern hemisphere.
But but but...According to Tom77Falcons the polar vortex never goes to the eastern hemisphere.
Overall though is the split/displacement a good thing, won't it migrate to North America eventually? Not that I'm complaining too much, November has been below average thus far here.
Tomorrow will be quite anomalous. Possibly record breaking. Record is 74F in 1975

That's the big question. Right now the Pacific jet is too strong. It's keeping any cold bottled up North and the PV over Siberia may actually the culprit
The PV is not omnipresent, usually it can only be in a couple of places at once. If one place in winter is cold, then somewhere else has to be warm. If here it's very warm, then somewhere else has to be cold. Fortunately this year looks like the Eastern US will get a break while Europe will deservedly get their share. Now just waiting for the Western US to finally have a cold winter
