Asia doesn't get the warm swings that the eastern US gets, so the averages are lower.
For example:
Place 1
January avg is 50, but with a extreme high of 85 and an extreme low of 15
Place 2
January avg is 40, but with an extreme high of 65 and an extreme low of 15
Make sense?
I understand that, but I was wondering about record lows, Central Asia doesn't get as cold. And what exactly about Asias geography contributes to this.

Only thing I can think of is Polar Vortex being more stable in Eastern Hemisphere, due to colder Arctic areas there
Upstate NY is even colder than Pyongyang tho, and it's at the same latitude. Syracuse, Ithaca, Binghamton, Buffalo, these places are probably the coldest in the entire world for their latitude. Colder than New England, colder than Korea, colder than northern China, Lake Ontario just obliterates temperatures in Upstate NY, all the way down to the Hudson Valley and norhweatd PA

Speaking about Vladivostok that is a bit of a mixed bag. if it were on the East coast it would be just south of Portland.
Although Vladivostok is significantly colder especially in the winter when it comes to averages, Portland has recorded much colder record lows.

I consider Vladvostok to be Colder than Portland,if someone ask me what i prefer,an Every winter with this very Cold average like Vladvostok,or Portland,who is milder in Average but can get very Cold 1 for some days 1 in 50 year,i would surely choose Portland!
I wasn't Expecting this but even in the far north, North America has colder record lows then Asia in this particular Area.
