Vladivostok is in Russia, but you get the point. It is right on the Sea of Japan, yet January]has an average temperature of −12.3°C (9.9°F). You will not find any coastal climate, anywhere in the world, with winters that cold.

All three climates have colder winters than anywhere in upstate NY, even Old Forge, despite being at around the same latitude or further south.

Good call on Vladivostok. Vladivostok I think has the worst climate in the world. At least some of the more northern climates have decent summers, Vladivostok has cold oceanic summers though. Worst of the both worlds. Vladivostok sucks ass

Vladivostok is still significantly colder. Dec-Feb in Vladivostok is about 3.5°C (6.3°F) colder than Saint John, but Vladivostok is 2 degrees further south

Vladivostok is great.

Anyways, the plains have some decent climates like Regina and Winnipeg, but it can't compete with central Asia which has some of my absolute favorite climates for their latitude:

The coldest places in the Northern Hemisphere (Yakutsk, etc.) are thousands of miles to the northeast. The part of Siberia due north of Central Asia is actually somewhat milder in winter than many places in North America due north of the Great Plains.

Chelyabinsk
Thompson, Manitoba

Surgut
Arviat, Nunavut

The Great Plains have a colder source of arctic air than Central Asia does.

Grande Prairie, Alberta also isn't very cold, considering both the elevation and the latitude (yes, I know, it's because it's west enough).

Moosonee is insanely cold considering the latitude. It's at the same latitude as Northern France and Belgium and Czech Republic yet it has -13°c highs in January, it's insane!

Chibougamau, Quebec, even more southerly, is extremely cold, too! Dryden, Ontario also has extremely cold winters, but it's warmer in the summer. Going west, winters become milder, and summers much warmer. Altona, Manitoba still has extremely cold winters, but has fairly warmer summers as well.

Going much more west, you get Medicine Hat, Alberta and Kamloops, British Columbia, which don't seem very offensive, at least compared with the previous climates.

Chibogamau is a beautiful name for a city, such a shame that the weather makes it uninhabitable. It's unbelievable how places at 49° latitude get so cold in the winter! Caen at the same latitude gets 8°c highs in January
